Vice President for Programs

|Description:||Reporting to the Chief Program Officer (CPO), the Vice President for Programs (VP) supervises the AVP for Scatter Site Programs (for Mental Health and HIV/AIDS); the AVP for Congregate Permanent and Transitional Housing (for Mental Health and HIV/AIDS); Recruiting for new staff; and the organization-wide Quality Improvement Program. The Vice President is responsible for overseeing program planning and development; implementing new programs; managing existing programs; budgets and financial management; outcome measurements and metrics; asset management; relationships with other providers and with government, foundations, and other funders; and collaborating with Human Resources on employee hiring, discipline, evaluation, training, development, and supervision. |
|Duties:||ESSENTIAL FUNCTIONS AND KEY ACCOUNTABILITIES|
1. Participating in program planning and development, including identifying funding sources, proposal writing, meeting with potential funders.
2. Implementing new programs by establishing timelines, and budgets for ramping up program operations.
3. Ensuring that existing programs and services are managed in compliance with contract and policy requirements of NYS-OMH, NYC-DOHMH, Medicaid/Medicare, HRA/HASA, OTDA, Aids Institute, DHS, HUD, HPD, SAMSHA, MRT and HIV/AIDS Service Programs, and any other governmental entities, foundations or individuals that provide funding or has regulatory authority over Comunilife.
4. Directing program operations and the delivery of services to clients utilizing Evidence Based Practices, the Multicultural Relational Approach™, and Culturally Adapted Cognitive Based Therapy (CBT) and others.
5. Supervising the AVP for Scatter Site Programs and the AVP for Congregate Permanent and Transitional Housing; staff Recruitment; and for managing the organization-wide Quality Improvement Program.
6. In concert with the CPO, effectively managing the program budget of approximately $35 million dollars, comprised of approximately 25 government and foundation grants, by regularly monitoring expenses.
7. Establishing and maintaining relationships with other providers, and with government, foundations and other funders.
8. Collaborating with Human Resources in developing strategies for staff recruitment, retention, training and development, effective performance evaluation procedures, and developing policy and procedures and otherwise creating a healthy and productive working environment
9. Collaborating with Facilities Maintenance to ensure that all program sites are clean, free of hazards, and meet all fire safety requirements.
10. Collaborating with Real Estate and Asset Management, to ensure compliance with all investor regulations and requirements.
11. Assisting the CPO in creating and maintaining outcome measures/metrics to determine the efficacy and performance of programs.
12. Performing other duties as assigned.
|Qualifications:||REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES|
1. Extensive management/leadership experience in a complex, geographically dispersed social service organization serving populations in need, especially persons with HIV/AIDS, mental illness, substance abuse disorders, and who are homeless.
2. Understanding of and commitment to organization’s mission, vision, and values.
3. Demonstrates knowledge of compliance, evidence–based practices, and quality improvement to ensure that programs are operating consistent with regulations of programs funders, including NYS-OMH, NYC-DOHMH, Medicaid/Medicare, HRA/HASA, OTDA, Aids Institute, DHS, HUD, HPD, SAMSHA, MRT and HIV/AIDS Service Programs and other potential funding sources.
4. Knowledge of facility management, procurement and compliance.
5. Knowledge of Housing Development.
6. Knowledge of Asset Management.
7. Ability to manage programs in compliance with regulations and performance standards.
8. Proven ability to provide strategic administration and management oversight, as well as clinical supervision.
9. Experience identifying new potential funding streams and the ability to write grants and proposals and market the organization and its programs.
10. Demonstrated ability to liaise with Federal, State, and City officials, professional and technical groups, clients, Comunilife employees, and the general public.
11. Demonstrated leadership skills to inspire employee loyalty and dedication to the organization and the services provided to clients.
12. Knowledge and experience with metrics and the ability to assess and evaluate programs, services, and systems in order to enhance service delivery, develop new programs, or advocate for change within the system.
13. Knowledge of human resources principles and practices to guide organization’s human resources decision making in compliance with all related laws, regulations, guidelines and best practices.
14. Excellent interpersonal skills which permit effective interactions with funders, potential funders and donors, and programs staff.
Education and Experience Requirement(s)
Graduate degree in Social Work; Public Administration; Business Administration or any related field is required. Ten (10) years of experience in the fields of mental health, substance abuse, homeless services, supportive housing and HIV/AIDS with at least 7 years in a senior leadership role. At least three years of experience in housing development. Strong administrative and clinical experience. Knowledge and hands-on experience in providing direct services related to the treatment and recovery of persons with HIV/AIDS, substance abuse, serious mental illness, and homeless. Excellent written and oral communication skills. Bilingual Spanish preferred.
Ability to travel among geographically dispersed sites in four boroughs in NYC and possibly travel in NYS or other destinations for advocacy for example; ability to walk up at least two (or more) flights of stairs.
