Sr. Director of Grants & Contract Management

This is an important role in a complex organization, and a great opportunity to work with stakeholders like social service program leaders, senior leaders, and NY City and State agencies.

The Senior Director of Government Contracts is responsible for managing all federal, New York State and New York City contracts; serving as a liaison with funding agencies regarding fiscal matters; assisting the CFO and VP-Finance in the preparation of annual budget(s); supervising a budget director; overseeing budgeting and contract vouchering processes. Requires working with the finance team and frequent interaction with executive staff, other administrators, and program managers.
Duties:ESSENTIAL FUNCTIONS:

• Responsible for overall oversight, development and maintenance of systems to monitor and track contract mandates, deliverables and contract receivables

• Manages contract amendments, close-out budget modifications, and other required documentation for government contracts

• Monitors expenditures for each contract through the lifecycle of the contract, and partners closely with the CFO and/or SVP for Programs and/or VP Finance, and other key leaders

• Maintains Position Control to ensure that positions are consistent with funding contracts and budgets, that Finance, HR, and program managers are aligned

• Assists CFO and VP Finance in the preparation of annual operating budget

• Collaborates with VP of Development/Communication in generating, monitoring, and reporting on budgets related to non-contract funding sources

• Supervises the overall administration of contracting documents, including Vendex Questionnaire and other required documents

• Supervises the Budget Director in developing contract budgets and budget justification

• Oversees preparation of monthly or quarterly vouchers to government funders, ensuring timely submission of all vouchers and related compliance reports

• Prepares variance analysis for budget meetings with senior management and program managers

• Assists CFO in establishing and maintaining government online procurement systems such as HHS Accelerator, Grants Gateway, and Grants.gov

• Serves as an AOR (Authorized Organizational Representative) to submit applications to federal agencies electronically

• Interprets grant policies and procedures to fiscal staff and program managers

• Assists with government contract audits and compliance

• Assists with annual year-end audit

Qualifications:Education and Experience Requirement(s):

• Experience with NYS agencies including Office of Mental Health, AIDS Institute, OMH; NYC agencies including HRA, HASA, DHS, DOHMH, DYCD, as well as federal agencies such as HUD and SAMHSA; ability to manage relationships and effectively communicate with grantors and funders

• Bachelor’s Degree in Accounting or Finance; Master’s degree

• At least ten (10) years of experience in federal, New York State and New York City grants/contracts administration

• Ability to perform and manage in a team approach; excellent interpersonal skills


Knowledge, Skills, and Abilities Required:

• Understanding of and commitment to organization’s mission, vision, and values

• Excellent oral and written communication skills; proficiency with MS Office and Google product suites; proficiency with Excel and Great Plains software; familiarity with CBR systems and extensive experience with the CFR

• Ability to handle complex challenges and balance multiple demands on time and attention

• Strong management skills and demonstrated ability to supervise and monitor the work of others

• Knowledge of federal, NY State and City policies and procedures relating to grants/contracts management

• Strong communication, analytical, and problem solving skills with an ability to work with program management and financial staff as well as liaising with government agencies

• Ability to interpret financial information to managers who are without financial backgrounds

• Ability to learn changing technologies related to grants/contracts management

• Ability and willingness to play a key role in process/capacity/system upgrade projects

• Work well in a team environment and experience working with a diverse group of people, good customer orientation, and hardworking; takes initiative to learn Comunilife’s mission, vision and business
